Multilingual extensions for MS Internet Explorer (Windows95)
If you are running Windows95 and MS Internet Explorer 3, you can get the international extensions for Internet Explorer. This extension will install several high quality fonts on your system, that contain multiple language scripts.From the Microsoft Internet Explorer Downloads site, select "Internet Explorer 3.0 Add-Ons" download button. Next, select the "Multi-language Support" download button and select the Pan-European version (contains Latvian as part of the Baltic subset).
