Usage Based Billing is An Inconvenient Truth

Why Usage Based Billing is a Misleading Argument.

Having worked in the Telecommunications industry for twenty years now, I have witnessed many new technologies developed which have served two purposes. One, as these new technologies are deployed they will increase the available bandwidth and two, they will lower the effective cost of delivering this bandwidth. For example. In the mid 1980’s x.25 networks were common place as a low cost alternative to leased line connections for data transfer. Then in the early 1990’s the carriers started to deploy Frame Relay Technologies, a derivative of X.25 technologies. This new technology increased the available bandwidth 10 fold and decreased the comparative costs for end users by more than 50% of their previous expenses. The next upgrade came about in the late 1990’s with MPLS technologies. Again Bandwidth increase more than 10 fold and the end user cost of these technologies again fell more than 50% of the previous technology costs. Some argument to support Usage Based Billing.

It is this trend that demonstrates that as new technologies are developed and deployed the cost of delivering bandwidth to the carrier decreases many fold. It becomes a very cash lucrative business for the carriers to deploy new technology as they increase the available bandwidth for the existing infrastructure which is deployed in the network. Yes there is a cost to deploying new technologies in the network, albeit it is no different then the upgrades consumers and businesses must endure with their computers and networks.

Why would carriers expect to be compensated for users of their technology? It makes absolutely no sense economically. What this does is it describes a method for the carriers attempting to penalize third party providers for utilizing their under utilized network infrastructure. What is really ironic is that we know that with each technology upgrade the bandwidth increases tenfold and the cost of delivering the technology will decrease significantly.

Regulator Should Challenge Status Quo on Usage Based Billing

The irony is that the regulator is playing to the incumbent (ie. Monopoly) assisting then in dictating the cost of end user services, in effect squeezing out the only competition, and the ability to level the cost of delivering cost effective services. The flaw in the main argument is the carrier, and thus the regulator is playing on is that some users are “causing” bandwidth congestion, and therefore all users must be punished to prevent this issue. Say what? The logic these very articulate and well educated individuals fail to understand is that in the wholesale market that if 2% of the users are extreme users, that 98% of the users are low volume users, which means that the Carriers have no real grounds to stake their claims on. However the carriers seem to want to bamboozle us that with their greed. It is just another monopolistic grab,plain and simple.

I can almost guarantee that there is very little engineering knowledge and analysis of the actual cost to deliver this service taken into the account of this proposed method of usage based billing. Nor have they taken in the law of averages in to this plan. The regulators are accepting the arguments from the carriers as gospel and have taken that approach as the way to build a billing solution. The vision and basis for this billing formula is extremely one sided. The incumbent carriers are looking to increase usage based billing in any method which they can.

The carriers tried and failed with the implementation of Local Measured Toll or Local Measured Service for Telephone services in the mid 1990’s. This motion was stayed by the massive rise up of the consumer protection agency as the cost of telephone service was set to increase 10 fold or more as every telephone call was to be billed. Let’s look at what the carriers have done with Telephone services in the past 15 years. As a residential user my phone bill have more than doubled in the same period of time. My bill went on average from $22 per month to $48 per month for the same services???

The real cost of delivering network communications continues to fall and yet the carriers are looking to increase the consumer costs by implementing control mechanisms at the Reseller community and continue to enforce the monopolistic hold on telecommunications in Canada. This trend will plunge Canada into a third world country environment by artificially increasing the cost of telecommunications to subscribers.

What is really happening on the carrier networks? The scoop is that the carriers are preparing to deliver all of their services (Voice, Television, Internet, Radio and many other services) over there own network. This is the real reason behind the push on Usage Based Billing, to squeeze out the competition to these new services. The Regulators are naive to the real motive behind the so called abusers of network resources. The incumbents are manipulating the regulator to build a monopolistic shield against competition in this new era of technology.

Just Say No to Usage Based Billing

It time that we as the assertive Canadian consumers take a stand, and say “No Mr. Regulator you have this one wrong. Time to go back to the books and really understand the inconvenient truth what is happening here!” The regulator is killing competition, and the arguments are totally missing this angle.

CRTC Carrier Protection Agency

Wow! Bell is up to its old games again, looking to lock hold on the dominant means of communications. What is clever this time is that the battle was fought by a bunch of ISP and Independent service provider resellers. Which means the public never really got wind or proper education of what proposal Bell Canada had submitted to our Canadian Regulator CRTC. So now the CRTC has passed this ruling due to the massive public blowback.

Usage Base Billing, smelled of the same play that Bell Canada attempted with Local Measured Service int he 1990’s. Where Bell was facing newly formed competition in the Land Line and Long distance area. This battle was much shorter lived, and never made it to approval due to the widespread advocacy by the consumer groups, as this was directed as the consumers and not just the resellers. This was a clever tactic by Bell to slide this one so far under the radar. As consumers we need to ask what is next?

CRTC Wrong-Headed

The CRTC ruling only affects the resellers of Internet services, which means the mass of savvy Internet users and businesses that have opted for third party resale of DSL are being penalized by this new law. This is in my opinion is justCanother example of the inability of the current structure of the CRT Commission to truly grasp the implication of laws and rulings they are faced with. Although the incumbent government has struck down this rule, and over ruled that this is anti-competitive practice, the comment from the CRTC was that they believed that Usage Based Billing was equitable.

Who is Protecting Who

CRTC : Canada Needs More Competition Not Less

The only aspect of this law that would be equitable would be if you happened to hold stock in the incumbent DSL provider Bell. Otherwise, there logically appears to be no equity to this decision. Canada has is fraught with some of the highest communications cost on the globe, and yet, the regulators seems fit to pass laws to suppress competition in our communications industry, and to further set the profit margin was simply appalling. It is in the opinion of this writer a blind eye cast towards the future of business in this country.

Albeit that Canada has one of the smallest populations in the globe, and yet we tend to be technology leaders and thought leaders in the world, you think our regulators would be more attuned to global communications trends.

It is time to stir the pot and get more competition into the Canadian environment and stop trying to protect those who need no protection. I am grateful for the competition that has opened up in the Wireless space in Canada. Even with those most of the new services are Metro (limited scope and foot print) services, it is a start. We are now seeing communications packages for as little as $50 a month for an all in and all you can eat wireless plan. It is about time we got some protection from the CRTC .

If I was interested in outsourcing would I consider outsourcing my IT department to a company like Codefusion Communications. Well my friends that’s a great question and a great topic.
